Proportional representation is used in the U.S. in Albany, California, and Cambridge, Massachusetts (since 1941), as well as throughout Europe, Latin America and Australia. Most former “Eastern Bloc” countries adopted proportional representation when they became democracies; rather than adopt the antiquated, Western winner-take-all elections used in the U.S. and most of the UK and Canada.
